Teranet Manitoba is consulting with professionals in the land surveying and development professions to inform the modernization of the Instructions for Surveys and Plans (ISP), which outlines the requirements for surveys and plans accepted by the Land Titles Office in Manitoba.
The new ISP will provide clear, consistent, and easy-to-follow direction for approving authorities, land surveyors, and the Land Titles Office.

Feedback has informed the development of a hybrid approach to subdivision requirements that will establish structured consistency and align with applicable legislation, regulations, and processes. This approach remains subject to approval by the Registrar-General of Manitoba.
Rural Manitoba
For land outside the City of Winnipeg, the updated Instructions for Surveys and Plans will include three options where there is an intent to subdivide land:
1. Plan of Subdivision defining lots or parcels (the use of parcels being reserved for subsurface differences, planning conditions that require residual consolidation with adjacent land, and/or necessary easements or rights-of-way).
2. Explanatory Plan followed by a Plan of Subdivision (reserved for complex subsurface differences).
3. Plan of Subdivision defining lots with subsurface differences, rights-of-way, easements, etc., ghosted across affected lots.
City of Winnipeg
For land within the City of Winnipeg, the three options described above will be acceptable under the updated Instructions for Surveys and Plans. However, the City will continue to approve subdivisions submitted in accordance with Option 3.

The ISP outlines the requirements for surveys and plans accepted by the Land Titles Office. It is published by the Registrar-General of Manitoba in accordance with The Real Property Act, and followed by approving authorities, land surveyors, and the Land Titles Office.
The ISP has become increasingly complex due to incremental changes made over the past 50 years. This has resulted contradictory sections, outdated legislative references, and unclear procedural guidance. Updating the ISP to improve clarity and usability will support more efficient survey approvals and land development.
Consultation results will inform the development of the new ISP, which remains subject to approval by the Registrar-General of Manitoba. Teranet Manitoba will communicate and offer training on the new ISP before it becomes effective.
Consultations on specific ISP chapters began in late 2025 and will continue through 2027.
As development of the ISP progresses, Teranet Manitoba will identify specific requirements and topics for consultation. This will help ensure that the ISP is practical and aligned with legislation, regulations, and day-to-day workflows.
Consultations will involve land surveyors and, where appropriate, approving authorities across Manitoba.
