Update: Plans of Subdivision Within the City of Winnipeg (December 5, 2025)
As a result of a recent court decision, The City of Winnipeg v. The Government of Manitoba et al., there’s an important change to how Teranet Manitoba processes Plans of Subdivision involving land consolidation within the City of Winnipeg.
What’s Changing
Teranet Manitoba will now accept a Plan of Subdivision that consolidates land only if all of the following conditions are met:
- The associated subdivision application was received and circulated before Saturday, November 1, 2025, or
- The application was a condition of a previous Winnipeg City Council-approved decision (specifically an application to close a right-of-way), and that City Council approval occurred before November 1, 2025, and
- The City of Winnipeg issues a Letter of Confirmation that verifies the application was circulated or that City Council approval was provided before November 1, 2025, and
- The Letter of Confirmation is submitted together with the plan mylars at the time of registration.
Letters of Confirmation will accompany associated plan mylars when released by the City of Winnipeg. If you have any questions about this change, please contact the Examiner of Surveys.
